A “submersible pump” is built to sit fully underwater — the pump body and its electric motor are sealed so that the motor can operate safely while submerged.
Because the pump is underwater, it pushes water up rather than pulling it — this design avoids issues such as “cavitation” (air-induced suction problems common with external pumps).
Being submerged also cools the motor more efficiently (the surrounding water absorbs heat), which improves reliability and reduces overheating risk compared to some surface pumps.
